1. Overview
The Dalaguete CARES mobile application is an internal field-validation tool operated by the Office of the Local Government Unit (LGU) of Dalaguete, Cebu, Philippines. Access is restricted to authorized LGU personnel only. The app covers three service modules: AMIA (Adaptation and Mitigation Initiative in Agriculture) farmer validation, DFRB (Dalaguete Franchise & Regulatory Board) vehicle and franchise verification, and BPLS (Business Permit & Licensing System) business permit verification. This policy describes what data the app collects, why it collects it, and how it is handled.
2. Data We Collect
- Precise Location (GPS) — collected when a validator captures the coordinates of a farm, vehicle, or business site during a field visit.
- Photos — camera images captured during validation visits, including farmers and farm sites (AMIA), vehicles and franchise documents (DFRB), business storefronts and permit documents (BPLS), and related identification documents.
- Account Credentials — username and password used to authenticate authorized CARES users. Passwords are never stored in plain text.
- Validation Records — the official records confirmed or corrected during field validation, namely AMIA farmer records (names, RSBSA numbers, farm details), DFRB vehicle and franchise records, and BPLS business permit records (business names, registered owners, lines of business).
3. How We Use Your Data
All collected data is used exclusively for:
- Creating and updating official LGU field-validation records for the AMIA, DFRB, and BPLS modules
- Geo-tagging farm, vehicle, and business locations for government reporting
- Authenticating authorized field validators and administrators
Data is never sold, shared with third parties, or used for advertising.
4. Data Storage & Security
All data is transmitted over encrypted HTTPS connections and stored on LGU Dalaguete servers and Google Firebase infrastructure. Access is restricted to authorized personnel with valid CARES accounts.
5. Permissions Used
- Camera — to capture farm, vehicle, and business-site photos during validation
- Location — to record GPS coordinates of farm, vehicle, and business sites
- Photo Library — to attach existing photos to validation records
No permissions are used beyond their stated purpose.
6. Data Retention
Records are retained for the duration required by LGU Dalaguete's agricultural program obligations. Users may request deletion of their account by contacting the LGU IT office.
7. Children's Privacy
This application is intended solely for use by authorized government personnel aged 18 and above. It is not directed at children.
8. Changes to This Policy
Any updates to this policy will be reflected on this page with a revised effective date.
